With the reform of teaching syllabus and course teaching, track and field teachers, as the organizer of teaching activities and the most important variable influencing the result of teaching, need to improve themselves so as to be adapted to the new situation. It is essential for teachers of track and field to be evaluated developmentally because teachers will directly influence the teaching result and the initiative of students. The developmental evaluation is the requirement of the change of society, of the education reform, of the university administration, and of the development of the evaluation system.The developmental evaluation, a two-way evaluation based on the mutual trust of teachers and students, with harmonious climate throughout the class, aims at the promotion of teachers' professional development. It is of great significance to construct the developmental evaluation model for track and field teachers in the age of knowledge economy, because the education of the new age as well as the demands for teachers' creativeness have put forward new challenges. The developmental evaluation attaches great importance to the teachers' future development as well as to their practical teaching, with the emphasis on the self-improvement of teachers. In the process of evaluating, special emphasis is placed upon the creativeness and subjective awareness of teachers, and the effective strategies which can promote the development of teachers and the universities at the same time.This paper, based on some literature, investigation, logic analysis, mathematical statistics, vague integrative judgment and program design, draw the following six conclusions:1. The necessity of the reformation of Physical Education teaching in normal college depends upon the reformation of track and field in normal college and the deep transformation of Physical Education teaching in middle school and primary school. Track and field teacher as the organizers of teaching activities ,is the most important variable which influence the teaching effect. The developmental assessment of track and field teacher bases on today, looks back the past and faces the future, which attaches importance not only on practical show but also on the future of the teacher, the purpose of which urges the teacher to improve himself. The developmental assessment laying stress on fostering the subject consciousness and creative spirit of the teacher, is an effective strategy which unites the development needs of track and field teacher and the college.2. The developmental assessment of track and field teacher enable them to control the developing orientation and the future, to evaluated their advantages and disadvantages, within the target domain, to decide and realized their developing needs. During the process of narrowing down the special difference between the teacher's psychology and the school's atmosphere, the mutual adaptability is promoted. Facing the times of knowledge economy, facing the new education of new century, facing the new requirement for the teacher. It's very significant to construct the developmental assessment pattern of the developmental assessment pattern of track and field teacher. It's a mutual assessment process, based on the mutual trust. The harmonious atmosphere runs through the assessment process, which is also a process assessment.3. The evaluating index system should be established according to the thoughts on teachers'developmental evaluation, and should be suitable for study on university teachers' evaluation and should meet the demands of quality education. The index system consists of four-dimensional indexes: the professional moral, the teaching ability, the researching ability and the background features of track and field teachers.4.The reliability coefficient rat=0. 8776 can be regarded as the highest in the developmental evaluation system for track and field teachers.
