With the advent of knowledge economy, how to deploy the excellent people has become one crucial factor to the technological progress and economic growth of one country. While at present, on the background of under-education and deficiency in the human capital, over-education occurred on graduates in our country. Over-education is related with both of the education and economy, and also has close connection with thousands of households. So it is meaningful to solve the problem of over-education.This thesis previews the research status and background of over-education at fist, and puts forward the research method and plan adopted by this paper. Then, in the second chapter, this paper describes the present status and characteristics of over-education in China. In the third chapter, the thesis analyses the major risk,individual risk and labor market risk in the view of employment risk, and studies the mechanism of over-education, finding out the deep causes of over-education. At last, in the forth chapter, this paper gives the pertinent countermeasures of over-education.Through this research, some factors are regarded as the reasons of over-education: on the aspect of economy, they are the development and structure of the third industry; on the aspect of system,household registration system,social security system,management system and operation mechanism of state-owned enterprises; on the aspect of education, the management system of higher education,the sanction and supervision system of higher education; on the aspect of labor market: the information of labor market. According to these,this paper advances countermeasures to solve the issue of over-education:On the aspect of economy, the measurements are developing the third industry and optimize the structure of it; exploiting the secondary labor market and encouraging people to work in the informal sector. On the aspect of system, the measurements are reforming the household registration system and social security, enhancing the power of decision of enterprises and transforming the operation mechanism. On the aspect of education, the measurements are enhancing the power of decision of universities,reinforcing the assessment mechanism and improving the direction of employment. On the aspect of labor market, the measurement is constructing the information service system.
