Along with our country higher education change from "elite education" to "public education ", the educational opportunities between human beings are gradually equal, the level of human resource development has higher promoted. However, the rapid expansion of university graduates scale in contrast to the slow growth of economic development of demand for highly educated people, the talent supply and demand relationship in the employment market for university graduates appeares total and structural contradiction, the loss of human capital investment is severe, the employment problem of university graduates is increasingly obvious, it not only result in a huge waste of educational resources and the loss of talent, also has a negative impact on economic development and social stability.This paper takes Shanghai city as the research object, takes employment guarantee mechanism as the research content, combs and commentates the research ststus quo at home and abroad and relevant theories for providing theoretical support for this study. At the same time, this paper researches employment guarantee mechanism of university graduates in Shanghai under the background of popularization of higher education era, combs three major historial evolution of university graduates employment system in China and briefly reviews university graduates employment policy in Shanghai in the recent five years for providing background foundation for this study.This paper grasps the current situation of university graduates employment in Shanghai by literature lookup, data searching and questionnaire investigation. It summaries the employment features of university graduates in Shanghai from qualification level, professional type, area flow, industry distribution, units type, employment form and pay treatment. It reveals five extant problems in university graduates employment on the basis of employment features:the gross contradiction of supply and demand still exists; the structural contradiction of supply and demand is increasingly severe; the underemployed phenomenon is gradually highlighted; the occupational stability of university graduates is low; the implementation effect of employment driven by setting up business is week. The revealment of these extant problems provides realistic basis for the necessity of this study.This paper builds evaluated index system of university graduates employment guarantee mechanism based on four subjects participating perspective of government, college, employing unit and university graduates, establishes the hierarchical structure model by using Analytical Hierarchy Process, so determines the effect weights of four subjects by0.455,0.263,0.141,0.141, at the same time seeks out the weights of15three-levels indicators. On this basis to comprehensively apraise performance of university graduates employment guarantee mechanism in Shanghai by introducing fuzzy comprehensive evaluation method, and works out the result of compressive evaluation as "genenal" according to the principle of maximum membership degree. Accordingly, combining the survey data, this paper deeply analyses that government have some achievement and deviation in policy implementation, public service, supervisory function and market intervention; colleges have some achievement and deviation in enrollment planning, training model and guidance service; employing units have some achievement and deviation in fair recruitment, optional criteria, employment norms and school-enterprise cooperation; university graduates have some achievement and deviation in employment idea, occupational skill, professional knowledge and vocational ethics.Finally, through explorating and drawing lessons from abroad in some specific measures of promoting employment of university graduates, as well as on the basis of combining current situation, this paper explores some improved measures of university graduates employment guarantee mechanism in Shanghai from four fields such as perfecting macro-control mechanism of government, innovating education-guidance mechanism of college, perfecting talent-introduction mechanism of employing units and optimizing self-facilitation of university graduates so as to further four major subjects can play their leading role, guilding role, supporting role and stimulating role in promoting the employment of university graduates, try to build and perfect long-term linkage mechanism of government, college, employing unit and university graduates.
