The university institution innovation is a key for higher education development in our country. There are many research papers on it. Some scholars are focused on the significance, some experts analyze the characters of modern university institution from comparative view and urge to establish modern university institution in China, some others even use institution economic production for reference to study the pattern and route of university institution innovation in macro view. However, few of them studied the role of culture in the process of university institution innovation comprehensively. Nevertheless, culture is an important variable on university institution innovation; we must attach importance to its effect. Based on it, the essay uses some theories on Culturology, Sociology and Management for reference; try to study the university innovation from a view of organization culture. I hope this new perspective will be useful to China's higher education development.Firstly, this essay defines university organization culture and university institution innovation. Secondly, the paper studies the inherence between university organization culture and institution innovation of university from both theory and practice aspects, then it forms this paper's analysis frame. Subsequently, this essay studies the influence of university organization culture on university inner institution innovation, including university organization framework, power system, personnel system, and teaching-research system. This essay analyses what is the new pattern of university organization culture for university's benign development, and how to advance the inner institution innovation of university.So we should advocate university autonomy, academic freedom and humanistic spirit actively. The author believes that an open and harmonious university organization culture will be more propitious to university institution innovation.
