The primary and middle school personnel management system in Luohu District has achieved certain progress in recent years, which greatly accelerates the educational reform in Luohu. However, there are still some problems which are to be studied and solved. The contradiction between the old ideology and pattern of school management formed under the planned economy system and the new situations under the solialist market economy exists in the reform. Therefore, searching for a new personnel management system, which fits in with the actual circumstances in Luohu's education, and enhancing the qualities of teachers seem extremely urgen.The author makes an in-depth analysis of three sorts of the present situations of the primary anf middle school personnel management: the basic conditions of teachers; the management of school principals, middle-ranking cadres and teachers and the system of distribution. Basing on the analysis, the author points out the main problems existing in the present school management system and researches on the present policy, as well as the external environment of the multi-pattern of running schools. The author especially explains some problems, such as the separation of the authority and the responsibilities of the principals; the ineffective competitive mechanism in public schools; the lack of excellent teachers in private schools.Having analysed the problems in the primary and middle school management system and the causes, the author presences his views and a series of solutions to the problems. He believes that reforming the personnel management system and constructing a new mechanism are the focuses. By forming a dynamic management pattern and a scientific system of distribution, the reform of distribution of the human resources and the inner-school management system can be carried out, which can form an effective management system, refine the teacher group and stimulate teachers' enthusiasm.
