A system of professional titles for teachers in primary and middle schools in China is a series of systems of the country on the classification of professional and technical positions of primary and secondary school teachers’ qualifications, titles and other procedures. Primary and secondary school teachers’ appointment system in place for thirty years has seen quite a few changes in the job series, working conditions, review procedures and many other perspectives. Currently, the combination of primary school teachers’ duty series and the addition of senior positions form a host of professional titles for teachers in prima ry and secondary schools in unison. In this study, taking Shanghai as an example, using the method of literature research, Interview method, case study method, a comprehensive analysis of problems existed in the original old middle and primary school teacher post system, examine the effect of new middle and primary school teacher post system on a trial basis, combing, summed up the new system implementation problems faced in the process, as the perfect unity of primary and secondary school teachers’ post system, for the relevant departments to execute relevant policies to provide effective suggestions.Under China’s old system of professional titles for teachers in primary and middle schools, positions in middle school and primary school are completely two separate systems, which is not conducive to the management; the post system step is too large, level design is not detailed enough; the duty system of the highest rank is set unreasonable, the teacher is apt to produce job burnout; for kindergarten and primary school teachers, there is insufficient professional identity; a low proportion of senior positions influences teachers’ promotion; teacher appointments after scientific assessment and evaluation mechanism is not perfect and problematic. National implementation of the new system of primary and middle school teachers’ job to better reflect the respect for teachers; promote the flow of primary and secondary school teachers and strengthen the construction of teachers’ team; after the reform of primary and s econdary school teachers, job employment tends to be more reasonable; and new posts supporting the salary system more exciting force; new faculty positions on the management of personnel files produce a positive effect.In this study, through the survey found that new system of Shanghai primary and middle school teachers’ duty provisions of the applicable objects, the positions and the technical level of job division, office qualifications and accreditation procedures, duty ratio structure and technical pos ition appointment, technology rank wages, job of old and new technology provided transition of content. The trial of new teachers’ post system in the city of Shanghai, united teachers duties, additional positions are senior teachers.The new primary and secondary school teachers’ duty system in the trial process, also appeared the specification limits promotion places, different disciplines distribution caused by the imbalance of education imbalance, leading the school professional efforts should be strengthen, the need to continuously improve the overall benefits of teachers. To solve these problems, need to co-ordinate regulation of macro mode management of teachers in primary and secondary schools of the duty ratio, improve the treatment of teachers, evaluation of morality, ability, performance.
