Anyway advocated the effect of institution, or stood for the effect of economic, culture, and or asserted synthetic effect of all the influencers. All the macro-influencers must to the micro-family's practice of generative choose to realize its influence. What mechanism does the influencers affect on family making generative decision. The paper looked into the process of declining of TFR and translating of the attitude on generative. And studied the generative economics and found it could not explain rationally the particular process of micro-family making generative decision and its real context. So I asserted that all the factors affected process of making generative decision would through the cost-utility function to influence it, anyway the economic, institution or culture, aside of the accident factors. There costs and utilities include the noneconomic costs and utilities of children. When a family decided to invest their time and money on boring child, they have compared not only the costs and utilities of children but also other invests opportunities benefits. Family compared all the opportunity costs of children to value of children accordingly. For the affluent urban and the poverty-ridden rural in China, and for the time opportunity costs and money opportunity costs affect the different income family, so I analyses how the money opportunity costs affect the rural poverty family's making generative decision, and how the time and money opportunity costs affect the urban affluent family's making generative decision, and based on this analysis given some advice about how to improve the family-planning policy in the future.
