The popular nine-year compulsory education in Guizhou Province has been greatly influenced and constrained by the lower secondary dropout problem in rural areas of the province. Factors which cause the results have to be seriously explored and effective solutions to the problem have to be found. The study has revealed through comparing and analysing the present situation and its characteristics of rural lower secondary dropouts between Guizhou and some other provincial administrative regions of China that in the context of reforms in taxi and rural compulsory education administrative system as well as the redistribution of rural schools and introduction of the new curriculum programmes fiscal inadequacy is the primary reason of the problem, which followed by the influence of internal factors of education system such as issues of the relevance of curriculum in rural setting, opportunities to transfer to post compulsory education, and insufficient educational resources in rural areas because of inefficient school management, poor qualities of teaching staff, ineffective classroom instruction and poor facilities which far below the level of the state required standard. In addition, the factors of parent and community understanding, social environment and family background have also their impart on lower secondary school dropouts in rural Guizhou. The study has suggested some solutions and strategies such as relevant national and local financial transfer system of compulsory education, effective management of the transfer payment of taxi and fees for rural education, improving reform in lower secondary education system in rural areas, raise the professional qualifications of rural teachers, adjusting rural education structure and establishing the assistant scholarship system for poverty-stricken students.
