As the new curriculum reform of elementary education in our country has gone deep, the three—level curriculum governing policy has been carried out, which makes the research of local curriculum become the focal point of people. Because we have been practicing the research of local curriculum not long ago, how to understand the concept of local curriculum in new curriculum reform again, how to distinguish the characteristic and function of local curriculum from state curriculum and school-based curriculum, how to use the local curriculum development experience of other countries for reference, how to shake off the misunderstanding of the sense of curriculum, how to respond the puzzles and problems in the practices, how to choose scientific and effective ways, in order to make the glorious original intention comes true, which can be a meaningful research. The thesis discusses these problems systematically by using the research methods of investigation, interview, document, history and comparison, and also analyzes the reasons of these problems, and then probes the countermeasures of solving the problems。Of course, exercising the policy of local curriculum is in conformity with the times of development, but, how to develop it reasonably, it is decided on the basis of actual conditions of our country. The broad masses of educational workers should know the concept of local curriculum firstly. After analyzing the same and difference among the concepts of local curriculum from the summary of them, the concept in this thesis is as a kind of curriculum developed by local educational government, under the guidance of national education and curriculum policies, according to the local actual situation, which accords with the needs of students and society's. As a part of the three levels of curriculum, there are differences and close relations among them. Local curriculum has its own special characteristics and functions, which is the supplement of state curriculum and an important basis of school-based curriculum at the same time. Local curriculum development is a whole of curriculum's editing, implementing and checking, each link of which needs overall management from local. If we learn form other successful countries'local curriculum developing, we'll make fewer mistakes. For example: the Americans pay attention to make local curriculum criterion and treasure teacher's decision-making power; the Japanese offer the curriculum of comprehensive learning successfully; the Russians establish gauge curriculum laws and regulations strictly and the state delegates the powers to lower levels gradually. All of these experiences give us useful inspiration. The local curriculum in our country evolves from native soil curriculum. The thesis presents the current situation of local curriculum development by the form of local curriculum offered in some province such as Liaoning, Hunan, Shandong and so on, and the interview records about the current situation of local curriculum development for some leaders in charge of department of education in Zhejiang, combine them with documents and investigation paper, and then probes some problems existing in the course of exploiting local curriculum at present. On the bases of my convey, there exist wrong theories trend such as the theory for unification of the whole state or unification of some fixed place and the theory of connection; the teachers cannot adapt to the development of local curriculum, lack cooperation and interchanging with others , their enthusiasm is not high either, so they should improve their attainments; the development of local curriculum resource is not enough, the form is single, and also lacks the resource management; about the implementation of local curriculum which lacks the research, there is not systematic ness of design or creative of teaching method; the appraisal system hasn't been built. The main reasons of these problems may be: the mentality of curriculum is hazy; the curriculum qualification of teacher is not so good; local curriculum resource is not enough; the practice of local curriculum is lack; the curriculum evaluation is lagged behind. In the light of these reasons, drawing on the experience of other countries, on the bases of introspecting the problems of our country's local curriculum development, we can use these countermeasures: the local educational governments at all levels should strengthen the management of local curriculum; the broad masses of educational workers should set up the right curriculum view; during the course of curriculum developing the local curriculum resource should be chosen and organized reasonably; improving the implementing of local curriculum; appraising the local curriculum scientifically; the research for implementation of local curriculum should be emphasized, such as improved the implementation of local, enriched the formations of curriculum, made the teaching method better; the local curriculum should be valued scientifically, it needs accelerate the reform of exam.
