Rural Public Goods Provision System And Farmer Fundamental Social Security

The "Three rural" questions is the bottleneck question which have already restricted modernization of our whole country, the future 20 years It is a very important period that our country will build a well-off society in an all-round way. It is also a key phase of deepening the reform of system of economic and political, we can say ,whether "Three rural" questions is successful solved or not ,which is the first and core problem links to realization of the modernization of China. After 18 years, the central government released its No. 1 Document for two years in a row, which embodies the central government regards the "Three rural" problems at a high value, and it is also one of a hottest topic that academic circles have paid attention to this problem for a long time, they studied this problem on many dimensional angles, and proposed many measures about how to solve the "three rural" questions. Defect of rural public goods provision system caused insufficient supply of rural pubic goods, and absence of rural fundamental social security; this is fundamental problem about the "three rural" questions. Even though academic circles have already researched into this problem, it is not pay enough attention to this point. Furthermore, academic circles probe into these problems on their own professional field, it is important to integrate these research methods on the basis of research results of others to study it.Owing to this factors, this paper regards rural public goods provision system as the clue, expatiate on public goods theory and particularity of rural public goods, describe present situation of rural public goods provision system, analyses the main problems of insufficient supply of rural pubic goods , absence of rural social security, and serious results links to this, based on this, the author analyses the historical and realistic reasons of insufficient supply of rural pubic goods , absence of rural social security, and put forward some new ideas such as reform rural public goods provision system, establish rural public finance system and so on, to propel improving the level of farmer fundamental social security, solving the "Three rural" questions and being realized the modernization of rural China.
