With the strategy of developing the country by relying on talents, the universityneeds more excellent teachers. Chinese people studying overseas are more familiarwith the inside situation or china than the foreigner, to recruit them is much suitablethan other talents. But we should know how about they are working now to makeuniversity develop quickly.First, the article analyses the present work situation of Tianjin's talents fromoverseas, according to this analysis and statistics, we have made investigation of thebasic situation, the work they've done before coming back, the reasons they comeback, the work they are doing after return and their present life situation .So we findthe main cause of their coming back and the main elements restricting theirdevelopment after return, at the some time, we find the main difficulties existing intheir work and lives now . And then, we pose some methods to deal with them.Second, this article introduces Grey-Predicting-Pattern and PerformanceEvaluation-Pattern. Applying the Grey-Predicting Pattern, it predicts the requirementsituation of Tianjin's talents from overseas. On the basis of analysis of the advantagesand disadvantages in other evaluation, it puts forward Analytic Hhierarchy Processand synthetically evaluation method, and illustrates its efficiency in dealing with theevaluation of Tianjin's students from overseas who come back to work at home.Last, Referring to the problems of the present situation in Chapter 2, the articlecomes up with several approaches in terms of enhancing work of them through somerelative rules of talent theories. And it is significant to carry out these policies for boththe realization of the strategy of Talents-Building Tianjin City and the rapiddevelopment of the higher educational cause.
