The Influence Of Occupation Relationship On The Pattern Of Overseas High-level Talents' Return To The Surrounding Areas Of Bohai Sea

With the rapid development of economic globalization,the flow of high-level talents in the world is more and more frequent,academic cooperation in various professional fields is actively launched in the global scope.In this context,China's "talent magnet" effect is playing a positive role,with the rapid growth of overseas high-level talent groups,which has an important driving force for regional scientific and technological progress and social development.As one of the important contents of the main social network,occupation relationship has an important impact on the choice of human spatial behavior,but few studies have paid attention to it.Based on this,this paper attempts to build a theoretical analysis framework of the influence of industrial relationship on the location selection of overseas high-level talents' return,and makes a spatial analysis and quantitative measurement of its influence effect,hoping to further grasp the pattern and law of overseas high-level talents' return,scientifically formulate relevant policies of overseas high-level talents' return,and promote regional innovation,transformation,upgrading and regional overall coordination development provides theoretical reference and decision support.From the perspective of occupation relationship,this paper takes 43 prefecture level cities in the surrounding areas of Bohai Sea as the research area,constructs the influence mechanism between occupation relationship network and talent location selection,and on this basis,uses ArcGIS software to carry out spatial analysis and quantitative measurement of overseas high-level talents' return pattern in the surrounding areas of Bohai Sea from 2011 to 2016.The results of the study indicatethat occupation relationship has a significant impact on the return pattern of overseas high-level talents in the surrounding areas of Bohai Sea.Under the influence of occupation relationship,the proportion of overseas high-level returned talents in the surrounding areas of Bohai Sea reaches 59.12%,among which the proportion of overseas high-level talents returned to their alma mater for employment is the same as that of those returned to their alma mater for employment,indicating that occupation relationship plays a direct and indirect role in the impact of overseas high-level talents return pattern.According to the division of high-level overseas talents return mode,the proportion of high-level overseas talents returned to the cities where the students come from to work is 73.4%,of which Beijing occupies an absolute dominant position in all returned cities with the proportion of 73.19%,while other returned cities occupy a relatively small proportion;the proportion of high-level overseas talents returned to the cities where the students don't come from to work is 26.6%,and the proportion of high-level overseas talents returned to work is 26.6%,Beijing is still the core city of the return to work,but there is little difference in the pattern between the return cities.The source cities are mainly from the provincial capitals or first tier cities near the surrounding areas of Bohai Sea.Under the influence of occupation relationship,there are great differences among cities in the pattern of overseas high-level talents return.Among the cities that returned to work,Beijing topped the list with 69.15%,while Qingdao accounted for only 2.13%.The pattern of high-level talents return between cities shows a polarization structure.With the passage of time,more and more overseas high-level talents have returned to the surrounding areas of Bohai Sea,among which the number and spatial scope of the cities of origin are gradually increasing;The standard deviation and coefficient of variation of the distance between the "job source" of the talents whose source is located in the surrounding areas of Bohai Sea are gradually narrowing,which shows that the influence of the time-based career margin on the return of overseas high-level talents to the surrounding areas of Bohai Sea is more and more extensive and deeper;In the spatial dimension,the trend of overseas high-level talents flow from the source areas around the Bohai Sea tends to gather gradually,andgradually flows into the cities adjacent to the source areas,which fully highlights that the occupation relationship plays an increasingly important role in the pattern of overseas high-level talent flow back.Occupational relationships have different effects on the return pattern of overseas high-level talents in different disciplines.Choose two typical majors of engineering materials science and chemistry as examples and compare them.The results showed that the number of overseas high-level talents who returned to the surrounding areas of Bohai Sea under the influence of occupation relationship in engineering materials science accounted for 55.39% of their disciplines,while the proportion of chemistry majors accounted for 65.79%,it shows that the occupation relationship has a stronger effect on the location selection of overseas high-level talents in chemistry.There are also differences in the structure of the return pattern between the source and the place of employment.The overall return pattern of engineering materials science takes the "Harbin-Beijing-Xi'an" as the boundary,gathering and distributing the spatial structure in the east and south of this line,while the chemical specialty takes Beijing and Tianjin as the core cities of employment,spreading to the neighboring provincial capitals.Poisson regression analysis was carried out by selecting variables such as urban development level,traffic accessibility,human resource abundance,education investment,medical and health environment,sample number of different types of occupation relationship.According to the results,among the factors that the influence of occupation relationship on the pattern of overseas high-level talents' return to the surrounding areas of Bohai Sea,business platform construction has the greatest impact on variables,with an action coefficient of about 80%;Secondly,the city level,agglomeration effect,proximity to Beijing,the proportion of education funds in GDP,and the proportion of total import and export in GDP are also significant;Although the occupation relationship is not very significant in the influencing factors,it also plays a certain role;The effect of other factors is not obvious.On the whole,the occupation relationship has an important impact on the return pattern of overseas high-level talents in the surrounding areas of Bohai Sea indifferent years and disciplines,and they are significantly different from each other,so we should give full play to the main role of leading cities in the region,strengthen the connection between the alma mater and overseas high-level talents,encourage interdisciplinary innovation cooperation of high-level talents,optimizing the occupation relationship among talents at different levels of scientific research platforms,formulating corresponding policies to adjust regional differences.Through the way that strong cities drive weak cities and highlight regional superior disciplines,it can better guide overseas high-level talents to return to work,promote local development,and promote social harmony.
