The level of scientific and technological innovation has a direct impact on the country’s economic development trends and sustainable development.Universities are a key link in the country’s S&T innovation system.They are not only a key structure for nurturing and creating specialized knowledge-based scientific and technological talents,but also for promoting regional economic development and expanding scientific frontiers,and the scientific and technological innovation performance of universities is an important indicator of scientific and technological industrialization and development achievements.The operation and development of university science and technology resources is an indispensable source of the vitality and development strength of universities,and the rational allocation of university science and technology resources can improve the innovation performance of universities.This requires not only the guidance of national macro policy,but also the active participation and joint innovation of local governments and universities.Based on the studies on strategic synergies and S&T resource allocation,the innovation performance of universities in S&T should be improved by reducing duplication and waste of S&T innovation resources,improving the efficiency of S&T resource allocation and fully exploiting the potential of strategic synergies of universities’ S&T resources,the S&T innovation performance of universities,their basic research capabilities will be significantly improved and the multi-level competitiveness of universities will be developed,contributing to the sustainable development of S&T innovation activities of universities.This paper analyzes the current status of S&T innovation performance of colleges in 28 provinces and cities(excluding Tibet,Qinghai and Ningxia)in China from 2015 to 2019 through data envelopment analysis(DEA)to provide a realistic basis for the research hypothesis.The theoretical basis for formulating the research hypotheses is established based on the theory of collaborative innovation,resource allocation theory and triple helix theory.In the following,the relevant research hypotheses are proposed and a conceptual model of two factors that affect the S&T innovation performance of universities,namely strategic synergy and S&T resource allocation,is developed.Data on the S&T innovation activities of the target sample were collected for a total of five years from 2015 to 2019,with the explanatory variable being universities’ S&T innovation performance and the explanatory variables being strategic synergy and S&T resource allocation.A combination of qualitative and quantitative methods-multiple regression analysis and qualitative comparative analysis of fuzzy sets-was used to empirically test their impact,and three different paths to improve the S&T innovation performance of universities in each province were derived.The results are presented in the following table.Finally,the robustness of the multiple regression analysis was tested using Hausman fixed effects and the robustness of the cluster analysis was tested by increasing the PRI threshold.The results show that(1)The level of science and technology innovation of Chinese universities is high,but most regions are not DEA efficient and there are differences between regions.(2)Strategic synergies significantly improve the overall S&T innovation performance of regional universities.(3)The allocation of human and physical resources to regional universities significantly improves the overall S&T innovation performance of regional universities,while the allocation of financial resources has no positive impact on the S&T innovation performance of universities.(4)The interaction between strategic synergies and human resource allocation can significantly improve the overall S&T innovation performance of regional universities;the interaction between strategic synergies and physical resource allocation can significantly improve the overall S&T innovation performance of regional universities.(5)The ways of clustering universities to improve the holistic performance of S&T innovation can be grouped into three types: collaborative resource allocation,internal allocation and talent-led synergies,and human resource allocation is a necessary condition.Finally,based on the actual situation of S&T innovation in Chinese colleges and universities,and relying on the internal mechanism of improvement,we summarize and propose countermeasures in three aspects,namely,strengthening the circulation of S&T innovation resources in colleges and universities,improving the quality of human resources in colleges and universities,and emphasizing the synergy of multiple subjects. |
