Research On The Inspiring Innovation Of Science And Technology Talents In The New Normal Economy Of China

In the new normal economy,Chinese economy of sustainable development can not depend only on virtue of element-driven and investment-driven methods.Therefore,an innovation-driven development strategy will be one of the "good ways" to achieve the strategic goal of China's full-scale economic upgrading in the "13th Five-Year Plan".Although China has established a complete modern industrial system after many years of development and construction,no matter whether it is a breakthrough in modern agriculture and high-end manufacturing industries or the development of strategic emerging industries and high-end service industries,is required to be institutionalized and technical innovation by a large number of science and technology talents.So,the core of innovation-driven development strategy is talent innovation.And it is the most important task to actively guide and fully stimulate the innovation of science and technology talents.The foundation of science and technology innovation needs the financial resources,material resources,human resources and law to consolidate and maintain.Although the ever-increasing expenditures of education and R & D guarantee the financial,material and manpower needs of technological innovation.the relevant laws,especially intellectual property right(IPR)protection,had to be effectively improved.In order to improve the ecological environment on science and technology innovation in the new normal economy of China,"IPR Protection is Effectively improved" is also emphasized in the "National Thirteenth Five-Year Plan for Science and Technology Innovation".Therefore,at the current stage of economic normalization it makes sense that paper researches on the IPR in the motivation of the innovation of science and technology talents.At fist,this paper rationally defines the connotation of science and technology talents and related concepts,and objectively describes and evaluates innovation of scientific and technological talents,based on the comprehensive analysis of the latest research literature and the actual data of innovation in the new normal economy.Then.the paper finds the main problems and their causes of the innovation of science and technology talent.Next,paper sorts out the evolution of Chinese IPR system,and uses a new IPR protection index by GP and creates the Innovation Index of Science and Technology Talents by factor analysis method,and estimate the effects of IPR protection system on science-technological talents' innovation by using a dummy variable OLS model and empirical data.At the same time,it studies the impact of IPR system on the innovationof science and technology talents by constructing the dynamic mathematical model,and elaborates the mechanism of IPR system on the innovation of science and technology talents.Finally,according to the current situation of the new normal,the existing problems and the mechanism of influence,the paper puts forward the implementation path and the suggested measures to stimulate the innovation motive force of the scientific and technological talents at the new normal.The results show that:(1)The problems for the innovation of science and technology talents in the new normal economy are caused by rigid training model of talents,the lack of supervision after the introduction of qualified personnel,the old manners of talent management,the insufficient scientific evaluation of talent innovation and the imperfect intellectual property system.(2)For the China,in the long-run,a level of IPR protection stability promotes growth of science-technological talents' innovation;In addition,with the development of IPR system,The contribution of the IPR system to the promotion of science-technological talents' innovation has steadily declined but not reached the critical point;(3)Human resource and openness weakened the effect of the IPR system on the innovation of scientific and technological talents,but its effects on the innovation of science-technological talents is not significant;Cultural resource has enhanced the effect of the IPR system on the innovation of science-technological talents and has a significant positive effect on the science-technological talents' innovation.(4)The intellectual property system has the protective,incentive and disposition effect on the innovation of science and technology talents;and the IPR system stimulates the innovation of science and technology talent through the corresponding protection mechanism,incentive mechanism and disposition mechanism.(5)At the new normal economy,The government stimulates the innovation of scientific and technological talents through three ways: the supply side of property right system,the supply side of input factors and the market demand side.
