In 2019,the gross enrollment rate of higher education in my country exceeded 50%.According to Martin Trow’s three-stage theory of higher education development,it has officially entered the stage of popularization.The quality of higher education as a core issue in the reform and development of higher education has also received attention again.The "China Education Modernization 2035" issued by the State Council puts forward a series of important ideas such as focusing on improving the quality of higher education,aiming to promote the high-quality development of my country’s education.Therefore,the construction of my country’s higher education quality assurance system at the stage of popularization should also make corresponding changes with the development of the times to meet the upcoming opportunities and challenges.Previous studies mainly focused on the construction of my country’s higher education quality assurance system during the popularization period.This research locks its perspective on the background of the popularization of higher education.Aiming at the current status and existing problems of my country’s current higher education quality assurance system,it draws lessons from American higher education.The beneficial experience of education popularization puts forward the ideas for the construction of my country’s higher education quality assurance system in the popularization stage.This research adopts literature analysis method,historical analysis method and other methods to conduct research.First,use literature analysis to clarify Martin Trow’s theory of popularization of higher education and the realistic model of my country’s higher education quality assurance system.Secondly,the historical analysis method is used to analyze the development process of my country’s higher education quality assurance system.Thirdly,the policy text analysis method is used to analyze the policy text of my country’s higher education quality assurance.Finally,using comparative research methods to analyze the development experience of the American higher education quality assurance system in the popularization stage,in order to provide ideas for the construction of my country’s higher education quality assurance system in the popularization stage.The first chapter of this research gives a detailed description of the research background and significance,ideas and methods,innovation points,core concepts and the current research status at home and abroad.The second chapter deeply analyzes Martin Trow’s connotation,characteristics and form of the popularization of higher education,and explains the main body,standard and connotation of the quality of higher education in the popularization stage.The third chapter analyzes the status and problems of my country’s higher education quality assurance system,combined with Martin Trow’s characteristics of the popularization of higher education,and found out the source of students,teacher teaching,curriculum and professional settings,and academic work in the current internal quality assurance system of higher education in my country.The evaluation,etc.does not fully reflect the diversification and individualization of popularization,and the external quality assurance system of higher education does not fully reflect the socialization of popularization.Therefore,in Chapter 4,we will learn from the experience of the United States,the first country in the world to enter the universalization of the higher education quality assurance system,and further in Chapter 5,provide construction for the improvement of the higher education quality assurance system under the background of universalization in my country.This research starts with the internal and external quality assurance systems of higher education in our country,and divides the internal quality assurance system of higher education into input,process and output links.In the input link,various forms of student source models should be established,and the construction of the teaching team should be strengthened.In the process link,the curriculum and professional setting of colleges and universities should be flexible and comprehensive,and teaching activities and methods should be diversified.In the output link,the standards of academic evaluation should be diversified,and universities should adopt a lenient entry and strict exit method,so that more groups can enter universities to study while ensuring the high quality of talent training.With regard to the external quality assurance system,the state and government should complete laws and regulations related to higher education quality assurance,streamline administration and delegate powers during the evaluation process,highlight the status of universities,and enable more social forces and stakeholders to participate.In the evaluation and monitoring of education quality,it reflects the characteristics of socialization in popularization and at the same time establishes a solid guarantee for higher education from the outside to the inside.
