After our country's entering WTO, the demand of high quality persons of ability is multi-hierarchy and omni bearing, and the challenge to higher education is nothing better than improve talented person's comprehensive quality more effectively, develop and foster talent's innovation and the practice ability. Based on the demand trends and quality standard to the talented persons of the development of social economy and technology, the question of talented persons ' quality more and more becomes the focal point which the society pays attention.Since high schools expanded enrollment from 1999, there has emerged many problems in talented persons cultivating, scientific research, etc. Because of kinds of reasons, the quality of talented persons has been down compared with before.Based on the induction from some domestic and foreign experts' researches, it is thought that the standard of talented is epochal characteristic. Through the analysis to factors of influencing talented persons' quality, using AHP method, and analyzing the present situation of high schools in Hebei Province, this paper structured a mechanism to guarantee the quality of high schools talented persons cultivating in Hebei Province.
