The internationalization and popularization of higher education and the promotion of national policies and regulations strengthen education exchange and cooperation between China and other countries. As a main form of transnational higher education, the Chinese-foreign cooperation in running schools (CFCRS) in higher education set a platform for the higher education exchange and cooperation. The CFCRS of Hebei universities has obtained a development in recent years. There are 14 universities have participated in and the tall number of cooperation projects has reached to 37. This thesis makes a system research on the historical development, the present situation and the existing problems of the CFCRS of Hebei universities. So that it will provide reference for the development of the CFCRS of Hebei universities.Firstly, this thesis makes an analysis of the related concepts and theoretical basis of the CFCRS, and then the reasons are analyzed according to the internal and external relations rule of higher education. The historical development of the CFCRS since the reform and opening in China is also analyzed. Secondly, the present situation is specific analyzed from the view of the structure, the cooperation pattern, the management system and the quality. The cooperation is mainly focus on college level and the professions are on information technology, industry and commerce management and economics. The cooperation projects are distributed in nearly each locally administered level city. The external management of the CFCRS in Hebei universities enjoys the central and local management and the internal management is implemented by the joint management committee. The cooperation patterns are diversified and the educational quality is relatively high. Thirdly, the existing problems are also analyzed. The cooperation level is somewhat low and the professional distribution can not fit well with the economic development of Hebei province. The foreign participation is single, the cooperation projects are more while the cooperative institutions are less and the cooperation mode are mainly loose and grafting not blending. The government attaches importance to approval, the functional division of departments is not clear and the policies and regulations lack pertinence and maneuverability. In conclusion, the external management is not perfect. The internal management is not smooth, mainly manifested in lacking of autonomy, subject to Chinese cooperative universities and the poor participation of the foreign cooperative universities. The quality level of foreign partners and teachers is low and quality evaluation mechanism is not complete. So there is great room to improve the quality. Lastly, to solve these problems, this thesis puts forward some countermeasures and suggestions, including:promoting the cooperation level and adjusting the professional cooperation in order to adapt to the adjustment of industrial structure and the development of the economy in Hebei province; expanding the scope of foreign partners and the form of cooperative organization, building the blending-oriented cooperative mode in order to achieve real sense of cooperation; perfecting the management system so that it could support the healthy development of the CFCRS in Hebei universities and perfecting the supervision system and quality assurance mechanism to improve the quality and promote the sustainable development of the CFCRS of Hebei universities.
