Compound Function: The Politic Choice For The Innovation And Development Of Vocational Colleges

Recent years, higher vocational education has made great strides in our country, with a new system of vocational colleges coming into being. However, as these colleges in our country were constituted by colleges based on different background, that they couldn't form an uniform cognition about orientation of their functions in society at the very start. Consequently, some vocational colleges have been striving to cultivate students as university do, but not by the mode of vocational education, resulting in that their graduates have no ascendancy to compete with graduates from universities in the labor market. This is one of important problems that vocational colleges have to face now. It is this paper's aim that completing the system of vocational colleges' management theory and give some advice for the innovation and development of vocational colleges by studying the problem of vocational colleges' function.This paper discusses the problem in three aspects. Firstly, by applying multi-points of view and theory, this paper analyses roundly the connotation, composition and relationship of vocational colleges' function, and make the conclusion that vocational colleges have three general functions: cultivating high-level tech-applied talents, generalizing and developing new technology, serving districts. The three general functions must be united and developed evenly, so that they can form a compound system of vocational colleges' functions.Secondly, by investigating the modes of higher vocational education institutes' function in other countries, it concludes that under the general functions' guidance, different colleges should apply different modes of function, according to their capability and the society's demand respectively, so that they can constitute a compound system of vocational colleges' function which is advisable and effective in accord with the situation of our country.Thirdly, the constructing of the compound system of vocational colleges' function is a systematic and complex process. It involves the structure of politic, economy, culture, and vocational colleges themselves. In fact, this process is also the process that vocational colleges develop and complete themselves.With the developing of times, the content of vocational colleges' function will change and enrich continually, the system of vocational colleges' function will be more and more complex. Constituting compound system of vocational colleges' function must be one of politic choices for the innovation and development of vocational colleges.
