As the base for creation of new technology, and the cradle for productive geniuses with high intelligence, the undergraduates will share more public responsibility and obligations in the era of knowledge and economy. The management of personnel affairs in universities is a key part in undergraduate experience. Whether good or poor the management level and working efficiency is, it will have direct influence on exploration of manpower resource at undergraduate institutes, and throw an impact on service quality the higher education possesses for the construction of the socialist economy.The reform of personnel affairs system is a bottle-neck for management of undergraduate experience, so the creation of personnel affairs satisfies needs for development of socialist economic market, demands of furthering the reform for higher education, inner developing of universities objectively. In the paper, the concepts of personnel affairs system have been defined in a clear way. The author also makes a brief retrospection for the history of reforms in China's higher education since the third conference of eleventh session of CPC, analyzes present reform situation for undergraduate experience, illustrates major policies raised, achievements fulfilled, and experience gained in reforms for personnel affairs by universities at all levels recently, and reveals series of problems, such as notions of people failing to keep up with the times, imperfect employment policies, blind imitation of foreign models, short of systematically scientific experience for reforms, no matching and all the necessary policies fail to reach the goal of the reforms. So the author thinks the major reasons are as follows: the first is due to inadequate theory research of higher education, the second is inner factors which interfer with each other on campus, the third is devoid of insurrancesystem, and finally poor establishment of legal system.Based on discoveries of above-mentioned problems, in the light of document "Views on deepening reforms on personnel affairs at universities" promulgated by the Central Cadre Organization Ministry, the Central Personnel Affairs Ministry, and the Education Ministry, the author makes use of the theory of sociology, pedogogy, psychology, and management science, sums up university experiences of reforms, combines with China's present education, and sets a clear productive strategy for further reform in field of theoretical conceptions, organizational frames, and the functional employment to build new concepts of personnel management, to clearify responsibilities corresponding to each member, to improve employment policy, to smooth the flow of workers and to introduce proper competitive systems into China.
