In the knowledge-based economical times, human resource becomes the most important resources. The teaching staff is the main stay in the development of universities and colleges, and it also has a close relationship with the level and quality of a university or a college. Then the question of how to improve the efficiency of teaching staff becomes a focus by the managers in university and college. And as we know that, motivation can have an effect of improving employee's initiative and creativity. Therefore, in this thesis, the problem of how to highly motivate the teaching staff in university and college is to be discussed.The first part briefly narratives the implications and methods of this research, and introduces the main thoughts and contents of the study. Especially, some kinds of western motivation theory are introduced, e.g. need hierarchy theory, motivation-hygiene theory, expectancy theory, equity theory, and goal-setting theory. In addition, the author summarizes the present research achievement by others. The second part analyzes the definition, feature and function of motivation. The function of motivation in teaching staff management of university and college are detailed analyzed according to the feature of higher education administration. The third part analyzes the present situation of teacher staff motivation on the viewpoint of subject, institution and achievements. And then the insufficient motivations are detailed analyzed on the aspects of employment, performance assessment, the brain drain, training, and salary. The forth part summarizes some basic principles in teaching staff motivation according to the personality, needs and labor feature of teaching staff in university and college. In view of existing problem in teaching staff motivation, the measures, which in the aim of improving the motivation effect have been presents. The last part gives the summary of this thesis, and analyses the new viewpoint and implement of this thesis.In this thesis, through the methods of collecting literature material, the achievements and problems in the motivation issue of teaching staff are summarized, and the principles and measures of motivation are presented. In the expectancy of forming an all-direction, long-effect motivation process, the thoughts of human resource management, human resource capital theory and motivation theory are applied on the practice of teaching staffmotivation in universities and colleges...
