The position and function of Art education in developing students' overall quality is emphasized by social communities. Nowadays, the new standard of the basic education courses emphasizes that education should be based on the students' developing ,which shows the concern about the human of life and development. Art course under the new stangards requires showing clear humanism, comprehensive, creative and pleasure. It requires combining developing students' ability with increasing their humanistic quality. Under the requirement of the new curriculm standards, folk art, as an important part in our country, has important value in students' All-round development. Widely distributed folk art not only has the function of Aesthetic education, but also has practical significance in developing their intelllectual, thinking, traditional culture education, ideological and moral education, practical and creative ability. The universal and affinity of folk art is easier to see, touch, comme into contact with and even participate in them than elegantart. The works of folk art are taken from the material which readily available.there is rich flavor of life in its theme and format. More introduction of folk art into practice of teaching art can stimulate students' strong interest in art, which can achieve the purpose of secondary school art education.The study on folk art before limited in the comment on the importance and necessity in theory, In art education developed cities, the lack of folk art teaching environment and resources can make teaching tend to be vague. Some medium and small cities and rural secondry schools have good teaching conditions of folk art. Because of the quality of teachers, the status of art subjects, school equipment,etc. the folk art teaching can not have the effect. The main topics of research is about how to combine the resources of local folk art schools with art art quality education. It strives to build the theoretical guidance for the current school education quality arts reform, it trains students to explore the sense of innovation and the spirit, which can achieve China's educational requirement of training and creating socialist characteristic students' capacity and ability. At the same time, they point out their view on the basic folk art education of the local analysis in light of art education in primary and secondary schools. The focus of study is Xiangnan region's development and use of folk art, On the basis of comparing the first in full, by collecting and collating Xiangnan local folk art curriculm resources, and through surveys and interviews, to understand the status of folk art and its resources development and utilization in Xiangnan region. There exists problems. In light of these problems, the author put forward the idea of teaching programes by taking civil blue printed cloth as example, hoping to play a guilding role in the actual teaching and to provide teachers on the frontline with teaching base, and also hoping to play a positive role in inheriting and developing the extincted civil blue printed cloth.
