At present, employment and economic development are up against two major changes—employment of social laborers requires reinforcement of vocational training and optimization & updating of industrial structure requires the incubation of more high-level technicians. Thereforth, it is indispensable to promote vocational education and speeden the incubation of talents of high professional qualifications & laborers of high quality. Under the background of the 11-year-plan programme, to study, in combination of practice, vocational education in Shandong Province and the forming and policy orientation of the training system is of profound significance for the sufficient implement to revive Shandong Province via science & technology and education. The dissertation hereof probes into the status in quo, at home and abroad, of vocational education & the training system of talents of high professional qualifications, researches into the vocational education & the demand of talents of high professional qualifications, and the effective incubation system, and lastly presents relevant countermeasures and suggestions.The dissertation hereof indues three parts.Part Ⅰ Comparison of status in quo of vocational education and training system of talents of high professional qualifications at home and abroadThe fundamental state of vocational education and system for talents of high professional qualifications in European and American countries are probed into, including training mode, curriculum design, teaching methodology, and school-and-enterprise co-operation. Comparison and analysis is done on the fundamental state in different provinces, on the basis of the research into the development of vocational education and the incubation of talents of high professional qualifications in our country. A summary is given on the enlightenment that the experience from the development of vocational education and the experience from the incubation of talents of high professional qualifications bring.Part II Analysis on the staus in quo of the development of vocational education and the demand for talents of high professional qualifications in Shandong ProvinceFirstly, from the four aspects of general secondary professional education, vocational high school education, adult secondary professional education and technical vocational education, a dynamic analysis and prediction is made, and a quantitified analysis on the development of various vocational schools in the past 15 years is given;Furthermore, in accordance with the forecast curve, a prediction is given for the four types of vocational education in Shandong Province in the coming 15 years. Secondly, on the basis of quantitification, a transversal comparison and analysis is made on the development of vocational education inShandong Province. Lastly, a systematic analysis is made on the development situation, features and existing problems lying in the vocational education and the training of skill-oriented talents in Shandong Province, especially talents of high professional qualifications. A predictive analysis is made on the demand of talents of skills, especially on the diversification of the demand for talents of high professional qualifications.Part III Research on vocational education and the forming and policy orientation of the training system for skill-oriented talents in Shandong ProvinceAn analysis is made on the influencing factors of the vocational education & incubation of skill-oriented talents and their causes. An effective system of promoting the vocational education & incubation of skill-oriented talents is brought forward, and relevant countermeasures and suggestions are put forward on the basis of synthetical analysis.From the analysis of and the research into vocational education and the forming and policy orientation of the training system for skill-oriented talents in Shandong Province comes the conclusion: The pneuma, of the National Vocational Education Congress, and of the Resolution to Promote Innovation of Vocational Education in Shandong Province, should be embodied, and we should stick to the scientific development concept, comply with demand of practical talents, which is caused by the rapid social and economic development of our province, borrow positively the advanced experiences of vocational education at home and abroad, persist in principles like taking service as tenet, employment as guidance, trainingbases as groundwork, construction of backstone colleges as focus, construction of model colleges as a breakthrough, and spur the omnidirectional advancement of the vocational education in our province, hence provide intelligence and talent support for the stratage of Reviving Shandong via Science & Technology and Education.
