Higher vocational education has developed for over thirty years ever since 1980 s, which has trained tens of millions o f highly qualified skilled specialists for production, construction, management and service, which has contributed the tremendous strength for the development of the national economy and social progress. Higher vocational education has developed from nonexistence to pass into existence, from small to large, and has come into the period of connotative development of total quality improvement. It has become the primary task for higher vocational education and higher vocational colleges to continuously improve the quality of talent training. However, it has encountered a lot of problems in the implementation of the talent training in higher vocational colleges, which directly affects the healthy, orderly, and sustainable development of higher vocational education. Firstly, the educational levels of higher vocational education is not high, and higher vocational education lies in the lower level of high education. Secondly, it exists some problems in the talent training mode of the school-enterprise cooperation and work- integrated learning. Thirdly, the communication and connection channel between higher vocational education and regular higher education is not clear. Fourthly, the communication channel between higher vocational education and secondary vocational education is not convenient and efficient. F inally, it exists a large gap in the professional development of teachers in higher vocational colleges.The current research summarized the articles on the talent training quality and policies of higher vocational education and higher vocational colleges to form the foundation of the content framework in the method of literature review, indicated the problems on the talent training quality of higher vocational colleges and pointed out the preliminary solutio ns with the analyses of the laws, regulations and policies regarding vocational education in the recent thirty years in the method of policy study, illustrated the specific ways to improve the talent training quality of higher vocational colleges with some examples in the method of case analysis. Finally, the current research proposes the strategies to improve the talent training quality of higher vocational college in the views of policy, that is to perfect the educational levels of higher vocational colle ges, to perfect the talent training mode of the school-enterprise cooperation and work- integrated learning, to construct and perfect the access systems and standards of labor market, to perfect the recruitment of students system of higher vocational colleges, and to perfect the professional development of teachers in higher vocational col eges.
