| Education is the cornerstone of a nation. Nowadays, rural education is paid great attention to. To develop and raise rural education, what counts is to have a teacher contingent with a reasonable combination, sufficiency in number, high quality and enough willing to work in rural areas. So this thesis analyzes the problems existing in a less developed rural area - a less developed county, that is, teachers are more than needed, most elementary school teachers are over age, teachers' records of formal schooling aren't suitable for working grade, a great gap exists between record of formal schooling and educational level, teachers on different subject are not reasonable, many are not on their specialized subjects, many are lack in comprehensive ability, some have a knowledge out of date, some are low in research level, less are eager to make progress or take pride to be a teacher, many backbone teachers are floating outside and teachers' distribution are not reasonable. The main cause of these problems lies in the reduce of education scale, the teacher admission and floating rules, lack in funds and teachers in rural area, the weakness in evaluation, management and encouragement, teacher's pay and education opinion, etc. To solve these problems, The thesis concludes with the proposal and method that the teachers' moral construction, the teachers' training, the recombination of education resource, the construction of backbone teacher contingent, the reform in rules of human affairs, distribution and evaluation, funds for teacher contingent construction and teachers' floating rules should be strengthened on a scientific, systematic, creative and open basis. |
