The household contract responsibility system was implemented in China's rural areas at the end of 1970s. Since then productive relations have met the demand of productive force, agricultural productive force restored and enhanced, and all kinds of agricultural enterprises developed quickly. However, some new problems have come up in the development of agricultural enterprises, especially in the period of the transformation of economic and the adjustment of industrial structure. The majority of agricultural enterprises encountered bottleneck constraints on talented person insufficiency, technical backwardness, and weak innovation ability.Although rural vocational education, as an important tactic, has played an important role in promoting the quality of rural enterprise workers, spreading agricultural technology to farmers and pushing forward the development of rural enterprises. It could relieve agricultural enterprises that faced drastic problems. With the change of exterior educational environment and the improvement of education, rural vocational education has faced some problems, such as, the slide of its scale and the deviation of its service goals. Its capacity of serving agricultural enterprises has diminished steadily.In this paper, the author analyzed the relation between development of agricultural enterprises and rural vocational education. The author thought that rural vocational education that serves agricultural enterprises was one of important tactic to promote development of agricultural enterprises, and policy construction was the key point that guaranteed the enforcement of this tactic effectively. The author clarified the Party and the government's documents since 1980 that were about the developing of rural vocational education, and thought that the policies that rural vocational education that serve agricultural enterprises should point to two main questions. The first one is we should stress the development of rural vocational education and consolidate the base of rural vocational education that serve agricultural enterprises. The second one is weshould raise rural vocational educational service level for agricultural enterprises, enlarge its service ranges, and strengthen its service effects. The author put forward some suggestions. Firstly, the policies of serving agricultural enterprises should be included in the policy scope of development of rural vocational education. Secondly, we should push forward the growth of rural vocational education steadily and persistently mainly by micro-manipulation policies, and further reinforce the policies that rural vocational education that serve agricultural enterprises. Thirdly, we combine government leading with reform of schools, raise the educational quality, and strengthen the capacity of the policies that rural vocational education that serve agricultural enterprises. Fourthly, we should further enlarge the functions of rural vocational education and formulate encourage policies of all kinds of training that rural vocational education that serve agricultural enterprises broadly. Fifthly, we should implement protective policies to agricultural majors directly. Lastly, we should establish policy mechanism that rural vocational education participates in the development of agricultural enterprises actively.
