Since the 1990s,our government had established the rule about the Identification of Vocational Skills (IVS) for the workers in the enterprises along with establishing of the system of market economy. The IVS and the Vocational Qualification System(VQS) implemented in the enterprises may serve as an important action to carry out the strategic act of "the rely on science and education to revive the nation" brought forward by the Central Party Committee and the State Council proposes. They also may serve as a strategic act to develop and utilize reasonably the human resources in the enterprises in our country. Effectively combining the IVS and the Employee Career Management(ECM) and constructing the Competency-Based ECM mode which can take full advantage of the effects of the IVS , is an important action of developing fully the workers as well as promoting the competitions of the enterprises in our country. This paper makes an analysis towards the IVS' functions in the ECM, then discovers the existent problems through the typical survey, inquires into its reason, puts forward some strategies for exerting enough the effects of the IVS in the ECM.This paper consists of six sections:Chapter 1 is foreword ,which briefly introduces the reasons of the research, the significance of the research, the object of the research, the ways of the research, the character of the research and the limitations of the research.Chapter 2 is to give a definition of the Identification of Vocational Skills (IVS) and the Employee Career Management(ECM) in the enterprises, to make clear the characteristics of IVS.Chapter 3 argues about the functions of the IVS in the ECM by analyzing the relations between the IVS and the ECM.Chapter 4 aims at the practical problems of the IVS in the enterprises, then deeply study the influential factors in the functions of the IVS.Chapter 5 firstly point out that we must richly understand and pay attention to the functions of the IVS, then puts forward some strategies for exerting enough the effects of the IVS by enhancing the missions of the IVS and constructing the Competency-Based ECM mode. Chapter 6 is concern about the main viewpoint of this paper.
