In 2011,the State Council held a National Conference on videophone for full deployment arrangements to strengthen professional capacity-building.?The opinions of the State Council on strengthening vocational training for employment?,?The decision on speeding up the development of modern vocational education???The high skilled talents construction of medium-and long-term planning(2010-2020)???The opinions on promoting the technical school‘s reform and innovation?and so on,such files were enacted.It is required that vocational institutions have to strength vocational training and ability to improve the vocational skills of workers.Identification of vocational technique in vocational colleges under settings,it can afford and implement not only the students' professional skills identification,also bring development in professional education,grow with the school.China's rapid progress in development and,also competition in the market is keen,so the whether students have excellent professional skills are important to the employer,so the quality of the students ' professional skills identification is extremely vital.Only guarantees the quality of professional skills identification,professional skill appraisal work of the school could be more standardized,more authoritative.Back in 1996,the State began implementing "double certificate system"(vocational qualification certificates and diplomas),this system works have a very positive impact on enhancing the employment of graduates from vocational colleges,working and creating entrepreneurship.Professional skill appraisal is an important part of the national vocational qualifications certificate system,it make objective measurement and evaluation for workers who,engaged in certain occupations,should have the technical knowledge and hands-on ability by the examination bodies,and the standards reference examinations for employment of vocational college students ' participation in social.However,the professional skill appraisal system in China still have many problems,such as "double certificates" implemented needs to optimize its macroeconomic conditions.And there is a lack of communication between Double certificate and the content duplication issue.As well as many vocational schools are imperfect understanding for State implementation of vocational skills appraisal system,implementation has been slow.Appraisal quality not up to the requirements of professional skills.These problems exposed in the teaching reform of higher vocational education in China is the lack of substantive progress,levels of training and education of vocational education qualitystill has not improved,the implementation of vocational skills appraisal system as a whole is far from satisfactory.Therefore,how to improve our professional skills identification system in order to meet market requirements and promoting the development of students,enhancing the quality of identification has become one of the core topics of vocational skill identification.At present,relevant professional skills identification,"dual-certificate" system of many academic journals,forums on there,but most of them stay on the problem of induction and propose solutions to problems of an elementary level,and not on the macro,on the whole issue of analysis and research.Although this practice does have significance,but failed to address the theoretical and practical vocational skills appraisal and vocational education organically combined with the outstanding problems to be solved.This paper seeks to make up for the lack of research,through surveys,interviews,comparative law and literature and other research methods,available on the basis of academic achievement,through analysis of a technical school of Jiangxi vocational skill identification implementation skills identification in case,starting from the three system levels,first of all,existing in social management system the relevant State laws and regulations system is not perfect,Government information and identification of the implementation force issues,identification of single and standard are not allowed to issue;Secondly,the technical management system refers to school cannot adapt teaching practice and skill identification problem,teacher evaluation the overall quality is not high and the problem of insufficient communication with the outside world;Final it analysis the quality management from establishing accreditation bodies,reviewing qualifications to practice,staff and issuing of certificates the quality standards.Through the study of these questions,this thesis tries to perfect laws and regulations,and step up promotion,set up a special supervision and Management Committee,the revised syllabus and skills benefits,strengthen exchanges and comprehensive quality management system,deeper and comprehensive and systematic study,further perfect the theoretical system of vocational skills appraisal.
