School Physical Education (PE) is both an important part of school education and the fundamental of sports for the entire people. In such an agricultural-population-dominated country, rural school PE exerts great importance in quality-oriented education. A Resolution of Deepening Education Reformation and Reinforcing Quality-oriented Education authorized by the Central Committee of CPC and the State Council, accentuates the necessity of "improving school physical education and health education in accordance with the real condition of rural areas". Therefore, good physical education in rural schools is crucially required in implementing the National Physical Health Improvement Program, fulfilling a well-off society, and improving pupils' physical and mental health in order to adapt the social accommodations.This paper puts forward a full-scaled survey and analysis on rural middle school physical education in Xintian County, a state-graded underdeveloped county, with employment of literatures, questionnaires, fieldwork, systematic analysis and mathematical statistics, which comes to the conclusion as follows: first, the PE teaching circumstance is worrisome;second, the condition of teaching staffs is dissatisfactory;third, the inadequacy of fields, equipments and funds as a result of neglect is commonly found in these schools;and fourth, after-schoolactivities are held fewer than required.This paper also analyzes the factors which influence the development of rural school physical education, and advocates how to advance school physical education in underdeveloped rural areas: school physical education should be developed according to the factual and feasible conditions, with administrative officials' tense attention, more promoting campaigns, elimination of prejudices against physical education, improvement of financial and equipment conditions, and more cultivation and training of teaching staffs. Only in this way, the author suggests, can school physical education in underdeveloped rural areas speed their reformation and development in the physical education.
