Colleges and Universities are not only a basement of training and providing qualified personnel, but also a place where people gather and use. The number, quality and structure of teachers in colleges and universities are not only a direct bearing on the development situation and prospects, but also affect the country's comprehensive national competitiveness and overall quality. But the status of our current teachers in colleges and universities, both teachers' quantity, quality, structure and management efficiency can not compared with developed countries, but also are far from being able to meet the needs of the country and the development of the times. The reason lies in lacking of in-depth study in human resource management system of teachers in colleges and universities, failing to properly use human resource management theory to instruct the practice of human resource management for teachers in colleges and universities. Therefore, it is essential to strengthen the theory and practice research of human resource management in college teachers, to enrich and improve the theory of human resource management. And it laid the foundation of national sustainable development for guiding college and university teaching team construction and promoting the healthy development of colleges and universities.The thesis follows the ideas of theoretical study, empirical analysis and countermeasure discussion, from the features of teachers' human resources management in colleges and universities, on the basis of clarifying human resource management of college and university teachers, which is necessary to a knowledge-based society and institutions. Further studying the number insufficient, low quality, bad structure and so on in human resource management practice of current teachers in colleges and universities, analyzing the causes of the problem lying mainly in the management of obsolete concepts, institutional constraints, mechanisms inadequate, poor management environment, the poor quality of managers from management elements. Finally puts forward the system solution ideas and measures of strengthening the management of human resources in colleges and universities teachers, enhancing management efficiency: changing concepts is leading, innovative system is the prerequisite, sound mechanism isthe core, optimizing the environment conditions and improving the quality of managers is security.The innovations of the thesis is to firstly use the system of views and methods, from the impact of higher education teachers in human resources management efficiency elements — values, institutions, mechanisms and management of the environment and quality managers, with a comprehensive analysis and reveal current teachers in colleges and universities of human resources management issues and causes, and put forward the solutions to system ideas and approaches - to change the concept, innovative systems, sound mechanism, improve the environment and quality managers. Secondly this thesis firstly provides the characteristics of the objectives of human resources management integrated, means diversity and uniformity characteristics of dialectical philosophy and providing a new view of theory and practice of development study for teachers in college and university's human resource management...
