Looking back the process of the reformation, the personnel systems in universities and colleges not only make great progress, but also have some problems. First, the reformation thought more of the management mechanism than the system. Second, one of the causes of problems is short of the schematism of the reformation. Third, the reformation didn't used the ideas of human resource development and management for reference.The article thinks that the basic theories of human resource development and management have been used in the researches on the reformation of personnel systems in universities and colleges, but the problems in the researches are obvious. Some researches thought more of certain question than the schematism, others didn't understand the differences of human development and human management, human resource and teachers resource or human resource development and development in companies and high schools.Aiming at the problems, the article regards teachers resource, which is the important part of human resource, as the research object and combines the model of human resource development and management in companies with the characters in universities and colleges. Then, it sets up the new models of teachers resource development and management in which the development and the management are differed and combined, and for the new models builds a sustaining system which contains interior and exterior factors of the schools. Except the introduction and epilogue, the article is divides into four primary parts.In the second part of the article, the author summarizes and analyzes the process of the reformation of the personnel systems in universities and colleges, and discusses the present social environment of the reformation. Based on some concepts, the third part thinks that teachers resource development and management should break away from the traditional personnel management and change from businesslike management to strategy management, from personnel management to human management, from dispersal management to schematized management, from closed management to open management. Then, the part tells that the teachers resource development and management includes seven primary jobs: planning, engagement, career planning, training, personnel appraisal and assessment, salary management, participating in democratic management.In the fourth part, the author sets up six models of teachers resource development and management: the model of basic process, the model of"great management and little development", the model of"great development and little management", the model of both development and management, the model of motivation, the model of organizations. The first model which regards the development and management as a process is designed; the following three models are set up by the differences of the development and the management; the fifth model is built by the different motivations of teachers; and the sixth model is the organizations which work on the development and management. Though the six models are based on the ideas of strategic, human, schematized and open management, they only try to offer some theory and application references to the job, so the idea must be emphasized that universities and colleges should set up their own special models.In the fifth part, the author builds a sustaining system which contains interior and exterior factors of the schools for the new models.
