In recent years, the education in China has realized the great-leap-forward development, and the educational reform has made a breakthrough, the national schooling improves progressively. However, it still has great distance before realizing the target of building a well-off society in all-round way. Mainly because the serious unbalanced state of educational development caused by these factors such as economy, culture, policy, etc among the areas, towns and countries, schools. The western minority areas are the difficult ones of popularizing compulsory education, in where education is in the low-level state of development. This has violated the important principle of the equity to education which embodied by laws and regulations of our country, but also will become the serious obstacle for realizing the well-off society in all-round way(complete construction of a well-off society).Nilka County of Xinjiang is a poor and backward ethnic minority county. In 1986, Nilka County was determined as "The national key poor county" by the State Council, and in 2001, were determined as "Key county of poverty-relief and development". In 2005, The compulsory education of Nilka is confirmed through by Xinjiang Uygur Autonomous Region. But this has only offered a chance for all children to school, and far from balanced equipment in high-quality educational resources which let each child's talent get maximum development and can obtain the equal opportunity for employment. Building standard school in Nilka will be a proper way to promote equity for compulsory education and the balanced development of education, or the process of educational modernization. So it has profound meaning for studying standard school in area.It is very essential to pursue the standardized school in Nilka. It will gradually narrow the development gap of basic education between Nilka and other areas, and promote the balanced development of compulsory education between village and town, ethnic minority and Han nationality in Nilka.
