The balanced development of teacher resources in junior school is important for the balanced development of the basic education and the real implement of educational fair. The balanced development of teacher resources is a vital part of the balanced development of education. No matter how the condition is, teachers are playing a decisive role in the educational development. Likewise, the task of the balanced development of education is finally accomplished by teachers, so the balance of teachers is the key of education. At present, under the condition of not very developed economy , realizing the ideal balance, need the masses of people's teachers to live plainly and struggle hard even more. But we should know, under the economic system of market, the increase of talent's flowability greatly influences the teachers'proportional balance. Differentials between town and country, schools and schools, bring disparity of quality of the whole teachers. So, improving the whole quality of the teachers in an all-round way is the key of realizing balanced development of education. Promoting the balanced development of the basic education has become the critical point of education in our country. At the present stage, the unbalances of basic education in china lie in three aspects:"1.unbalanced development between areas; 2.unbalanced development between town and country in the same area; 3.unbalanced development between schools in the same area (in the range of a city, a country). By the look of state of the economic and educational development in our country, the task of resolving unbalanced problems of schools in some region is the most real and urgent."In order to resolve unbalanced problems of schools in some region, I think, the key is the unbalance of teacher resources.According to the present researching state that people pay more attention to the teacher resources'unbalance between town and country, but less to that between schools inside one city, this article is the investigation and analysis of the teacher resources state of junior schools in Chaoyang District of Changchun City. Through the research, I deny my previous hypothesis—"The basic educational situation of teacher resources in Chaoyang District of Changchun City is not unbalanced."The investigation and analysis show that there are differentials of teacher resources between schools. After analyzing the causes of the unbalance, this article proposes several suggestions to improve the unbalanced problem.
