The study is based on the research achievements of theme of " performance evaluation programme of Shanxi primary and secondary school principals" which is Shanxi province focus of education scientific planning, the intention is to construct survey questionnaire on principals leadership effectiveness in our national culture, and according to contingency model for exploring interrelationship on Shanxi principals leadership effectiveness and impact factors (leadership style, leadership situation).For constructing measurement questionnaire on secondary school principals leadership effectiveness in our national culture, the research adopts the method which combines the qualitative and the quantitative study, including literature search, expert advice, semi- structured interviews and questionnaires. It concluded that the effectiveness of the leadership of secondary school principals should be from six major evaluation. Namely : (1) Student development achievements. The main contents include student academic performance, students received awards, the holistic development of students and the community evaluation to students four dimensions. (2) Teacher development achievements. Including the development of the quality of individual teachers, the development of the quality of groups teachers , teacher performance and image of teachers four levels.(3)The school organization constructions. Including schools and education planning concepts, systems and institution-building, management students, building material conditions, the atmosphere of the school and schools financialconstruction eight dimensions. (4) Education reform achievements. Including the main objectives of the reform, the reform conditions, scientific research to promote reform and the results of reform four dimensions. (5) School image and characteristics. Including social assessment, social support and educational features three levels. (6)Principals personal achievements. Including social impact, achievement in scientific research, personal prestige and the level on academic four dimensions. And according to all the results, to construct the questionnaire on leadership effectiveness. Statistical analysis showed that the questionnaires are good criterion in reliability and validity. It indicate the research achieved expected results.In Shanxi province secondary school principals leadership effectiveness and its impact factor analysis, the main use of a questionnaire. The results show that: (1) The candidates incline to task-oriented leadership style, half of the people in the moderate level of the leadership situation control, the overall leadership effectiveness of the principals are low and demand for further improved.(2) The leadership effectiveness has no a significant differences in the different background of gender, age, academic credentials , post, service life of holding a post.(3) The leadership style has differences in the different background of academic credentials. Principals of academic credentials of junior college to task-oriented leadership style, and principals of academic credentials above undergraduate preferred employee-oriented leadership style. (4) The leadership situation has differences in the different background of gender, academic credentials, post. Men and women principals has a significant differences in the elements of relationship on leadership and members .Compared with the male headmaster, women headmaster is good at the handling of the interpersonal relations;Scores of the principals of academic credentials above undergraduate in the elements of relationship on leadership and members significantly higher than the undergraduate academic principals and headmasters of academic credentials of junior college;The principals leadership in terms of both structure and the work of the controlling elements significantly higher than middle school leadership.(5) In eight leadership situations, the correlation between leadership style and leadership effectiveness primarily matches the prediction of Fiedler contingency model and supports his theory. Note that the model could be applied to the education environment, for our theoretical study of the effectiveness of the leadership provided information and providing guidance for school principals training.
