Talent resources are the first resources. Therefore, it is an important task for us to protect talent resources and prevent the waste and drain of talent resources. In our country, the problem of talent resources waste and drain is always a difficulty to perplex the government and the enterprises. Taking the task of"Implementing the strategy of reinvigorating the country through talent resources"and"constructing resource-conserving society"proposed by the Central Committee's Eleventh Five-Year Plan as a breakthrough point, this essay analyzes the talent resources waste problem and its cause, and puts forward the feasible solutions according to the present status of talent resources management in China. Increasing efficiency of using talents and taking the least resources to create the most economic benefit and social benefit, are of great significance for the speedy development of various aspects in our country.The first part of the essay introduces the status quo of talent resources management in China firstly. It affirms that talent resources management has achieved unprecedented development and established the system of talent resources management initially during the twenty years'reform and opening-up due to the attention of our government. However, in the process of talent resources management, there are still some very severe problems, which bring harms to the nation and society. Next, this part discusses the five major problems in the waste of talent resources. First, there are flaws in talent resources management. Second, the distribution and exploitation of talent resources are unbalanced. Third, the fostering of talent resources is not scientific. Fourth, the using of talent resources is not reasonable. Fifth, drain of talent resources is serious.The second part probes into the five reasons that lead to the waste of talent resources by using a great amount of facts. Firstly, talent resources cannot get the best allocation because of the deep-rooted system of choosing personnel used in China during several thousand years, and this situation continues.
