After entering the 21st century, especially China's accession to the World Trade Organization, under the influence of globalization, worldwide economy and technology exchange has become more and more frequent. Furthermore, English, as one of the most universal languages in the world, becomes more important. Thus, in 2001, ministry of education regulated that bilingual teaching should make up more than five percent of the total curriculums in universities. However, bilingual teaching in most universities is still toddling so its quality is not satisfactory. Obviously, it's necessary to set up a quality assurance system so as to ensure the quality of bilingual teaching.Based on my research and investigation, the problems founded are as follow: 1 the understanding on the bilingual teaching is insufficient; 2 materials and resources needed by bilingual teaching are not adequately provided, among which we especially lack original teaching materials (foreign language version). 3 bilingual teachers are not well qualified, still, their structure is unbalanced. 4 the quality assurance system of bilingual teaching is weak, and the quality assessment system of bilingual teaching is imperfect. Based on the above analysis, the author is going to illuminate the factors affecting the construction of the quality assurance system, and then discuss the basic principles and functions for constructing the quality assurance system.Through theory and practice studies, the results show that the quality assurance system of bilingual teaching shall include: a routine management system of bilingual education in schools, an organization system for bilingual teaching, an access censorship of Bilingual teaching, a quality assessment system of bilingual teaching, an information feedback system of bilingual teaching and a scientific research system of bilingual teaching. In addition, during the implementation of the system, we shall pay special attention to the two problems: (1) Grasp the key links in bilingual teaching (2) Coordinate various systems.
