In order to meet the social creation and social development in the future time, and to meet the increasingly high standard of new physics courses, students are required to gain fairly high scientific quality and ability in the scientific research. Raising questions is key to scientific research and is also precondition and also starting point of creative thinking. Therefore, it is necessary to cultivate about the students' ability of raising questions.The article, out of investigation, analyses the current condition of junior middle school students and compare them with college students. They are found to be poor in the consciousness and ability in raising questions. So an assumption is put forward though theoretical research: If we conduct training to the students for this part actively and guide them to raise questions on physics basic concepts, physics laws and solutions to the problems, their ability will be improved.Such assumption was testified though teaching practice and the result proves that students' interest in physics was greatly raised. The conclusion of the article put forward the strategy in students' raising questions and the corresponding teaching ways.
