Nowadays, in China, with the rapid development of vocational education, higher vocational colleges (HCC) had been confronted with intensive competition and great pressure. Presently, many higher vocational colleges had to seek after the effective approaches to improve teaching quality and the organizational performance. Being the important methods and measures of human resources management, performance appraisal of scientific and objective has been paid more attention to. Therefore, it is quite significant to build a performance appraisal system for the teacher of HCC. Performance appraisal is to comprehensively examine, analysis and assess the performance, including working behavior, working attitude, working achievement and so on. It can be used to realize the function of controlling, inspiriting, standard, exploiting communication and some others. Actually there are some methodologies of performance appraisal, such as Comparing, Character, Management by Objectives (MBO), Key Performance Indicator (KPI), 360-degree feedback and so on. Considered all the advantages and disadvantages of every method, we constructed a complex appraisal method to evaluate the teacher's performance of HCC. In China, the training model of HCC has the following characters: market-oriented, producing-studying, "engineer-instructor", practice-dominant. Consequently, the teacher of HCC had to not only teach the theory knowledge perfectly, but be skillful in practice introduction, namely "Double_". Actually, in China most of the teacher's performance appraisal of HCC adopted the performance appraisal of normal teacher, in which there were some problems, including vague objective, ignorance of development, single model, illogical appraisal indicator, unscientific methodology and so on.The objective of performance appraisal on vocational college teacher can be divided into two aspects: firstly, seen from the angle of management, it can provide services for the human resources management; secondly, seen from the angle of development, it can provide feedback channel for improve the working performance and help the next training. Undoubtedly, an effective performance appraisal should follow the principle of scientific, leading, developing and Three-all principle.
