Per capita GDP exceeded 1,000 US dollars, the development of our society step into a crucial period. Significant changes in economic structure, the sharp escalation of consumption structure, the social structure has made major adjustments to the gap between rich and poor widening and increasingly deep-seated social advancement. How to coordinate the interests of society, the integration of social resources, and preserve social stability .that is major problem the current government is facing . The community is the basic cell of society, community harmony is the foundation of social harmony.
