The widespread practice of market economy and a comprehensive reform of the social security system in China, has greatly enhanced the public awareness of risk and self-protection, also laid a solid foundation for further reform of the social security system. But the sudden drop of general worry and social expectation value of the future life state of the public coming one after another, has caused the reduction by a large margin of the level of consumption, and then influences the enlargement of the domestic demand seriously, the sustainable development of economy and the overall setting-up of the social security system, forms the vicious circle.The third cycle of speed economic growth that start since 2003, already last three years by 2005. Compared with the fast development of economy, the increasing degree of the resident's income and consumption seems to be some"out of time". Our country belongs to the typical high save low consumption country. The asymmetric of revenue and spending has become a general phenomenon in the whole country. Residents don't consume will inhibit the enlarged reproduction. It is the restriction factors of the society and economic growth that the effective demand is insufficient, and it is because people's abnormally low social expectation that the effective demand is insufficient.The first part of this paper is parsing social expectation. Explained the concept of social expectation, the relation between psychological factor and social expectation, the meaning of social expectation to actual life. Analyzed two subjective factors related to consuming, educes these two kinds of behaviors that consume or not have something to do with social expectation.
