In the age of knowledge economy, the intellectual capital has been the core of HEIs(Higher Education Institutions) operating management. In order to be the most outstanding higher education institutions of the nation and the world, and also take the advantages in the knowledge economy age. HEIs must learn to boost the intellectual capital development and select an efficient intellectual capital management model.Firstly, this study reviews the enterprise intellectual capital theory and the related intellectual capital research of HEIs, summarizes the common evaluation methods in the intellectual capital sphere, introduces and comments the popular evaluation methods, provides guidance for the HEIs manager on selecting the intellectual capital method.Secondly, having built the intellectual capital evaluation model of HEIs, this study analyze the indices of the relational capital, structural capital, human capital and the performance of HEIs, we also design the questionnaire to have samples, analyze the validity and factor by the use of the samples SPSS, two relational capital factors, four human capital factors and four structural capital factors which were extracted from the factor analysis have been the second class index of the intellectual capital evaluation index system, which at last form the third class indices system after the validity re-analysis.Finally, based on the intellectual capital evaluation model of HEIs, this study makes a cause and effect hypothesis among relational capital, human capital, structural capital and the relationship between performance, then change it into six concrete hypotheses. We confirm the correctness of these hypotheses on the base of the relative analysis of SPSS and LISREL, and then confirm further the relation among three components of intellectual capital of HEIs and the contribution made to the achievement of HEIs, offering guidance to the management and intellectual capital evaluations from theory and practice.
