With the coming of the new century, the technical and vocational education has become a worldwide issue. Owing to its well-known importance, the UNECSO calls for TVET (Technical and Vocational Education and Training) to be listed on all countries' top agenda for their development in the coming decade. As the biggest developing country in the world, China is facing with the challenges created by the economic globalization and the new technique revolution after its entry into the WTO and the relocation of the world's manufacturing industry center in China. The problem which China has to tackle in its course of becoming " the factory of the world" is not funds but talented professionals. Talent training depends on education and the training of talented personnel needed in the manufacturing industry relies mainly on higher vocational and technical education. With the improvement of its productivity and the development in its political and socio-economic fields, China is able to carry out different kinds of vocational and technical education in different forms. This has led to the rapid increase of the number of its TVET institutions and the phenomenon of its TVET, which used to be done by other higher educational institutions, being conducted mainly by the new-born vocational institutions. The situation is gratifying. But if we keep calm and conduct relevant scientific researches into this condition, we can easily find that it is the outcome of our irrational knowledge of it and our irrational moves. This irrationality serves as the root for the serious problems confronting the country's TVET institutions, esp. those new-born ones at the prefectural level and has harmed the sound development of the country's vocational and technical education and that of the society and national economy and individuals.Development does not mean the increase in the quantity but the harmonious unity of the quantity and the quality. It must be made clear that the increase in the quantity can produce two totally different types of results: development or disasters. Though experiencing an increase in its quantity, higher vocational education can make a great contribution to the development of the society on condition that its quality be ensured. On the contrary, it will cause severe troubles and disasters like the increase of social burdens and the waste of the social manpower, materials and resources, financial power, time and opportunities. How can those grass-roots higher vocational institutions play an active role in their local economic development and avoid the occurrence of the above-mentioned disasters by adopting a proper talent-training mode? To them, this is not only a topic which involves their scientific studies but also one which needs their practice. For solving this, it is worthwhile for the governments at the central and the local levels and vocational skills...
