The development of the contemporary era requires people to understand research into the changing teaching quality and assure the higher education teaching quality in proper ways. Talents are the key to competition for all aspects of all countries in the world. Chinese normal universities and colleges are Mother Aircrafts to foster talents. The 21st century is challenging Chinese normal education to severe battle, while the effective assurance of teaching quality is the key to winning the victory. Research on the assurance of teaching quality must be connected with a specified view on teaching quality. Different views on teaching quality relate to different ways and styles to assure teaching quality. The view on teaching quality that teaching meets the social need represents teaching quality is the full extent to which teaching meets the need of the present and future social development. So the involved ways and styles must pay attention to the need. Because while developing, the teaching quality and its management of the normal universities and colleges must satisfy the social need including the social, economic and educational informatization , it strengthens the necessity and the control function of information feedback.
