Contents: The teachers' continuing education in primary and middle schools has being launched completely within the scope of China, but it appears many not ideal phenomena in pushing forward process. Among of them the most outstanding problem is its low quality. Facing such rigorous actualities, it is an urgent, actual research project to set up a quality assurance system of teachers' continuing education in primary and middle schools. The general leading thoughts of this dissertation are the system theory and the analysts on the cause of interior and exterior relations of dialectical materialism. The first step of the study is to synthetically analyze their commons and beneficial experiences from quality assuring measures of continuing education in western developed countries' primary and middle schools. This dissertation affirms that it is those main factors and characteristics of their quality assurance that greatly assure high quality of continuing education. These all provide enlightenment for the building of quality assurance system of teachers' continuing education in primary and middle schools in China .The second part takes Jiangxi province as an example, through questionnaire investigation, interviews and other means, completely understanding the low present condition in its quality and bad guaranteeing measures. Then, joining the "got" of assuring measures in western developed countries together with the " lose" of our country's, to find out affecting factors of quality assurance. On the basis of the above mentioned, the third part first analyses the building principles of the quality assurance system and its main factors designing. Then with the guides of the thoughts of system theory and the analysis on the cause of interior and exterior relations of dialectical materialism, what's more, enlightened by the idea of "school-based tendency" and "characteristic tendency", the dissertation puts forwards to setting up a quality assurance system of teachers' education in primary and middle schools which organically combined by interior quality assurance system and exterior quality assurance system. Of it the exterior quality assurance system includes law and rule assurance system, outlay assurance system, quality evaluation system and teachers' training mechanism continuing education's quality management system; interior quality assurance system consists of the correct understanding about continuing education of teachers and managers in primary and middle schools, school-based in service training, fostering learning teachers and creating learning schools.
