College Internal Education Quality Assurance System

Higher education quality assurance movement started from the 1980s. With the development of this movement, many countries, especially the developed countries have been engaged with both practical and theoretical exploration of higher education quality assurance. One decade later, the developing countries also listed quality assurance as a main issue of higher education reform and development. China adopted enrollment expansion policy in 1999. After years of endeavor China realized higher education massification in 2002. However, together with the increase of higher education placements comes the decline of freshmen quality and the shortage of higher education resources. Chinese people have put more and more attention to higher education quality. The CPC and central government of China are pouring increasingly concern to this issue, too. In 2004, a new Center of Higher Education Quality Evaluation was established in the Ministry of Education. Before that the government has experimentally set up several Education Evaluation Institutions in a few provinces and implemented Higher Education Teaching Standard Assessment in some universities. These measures indicated the completion of the exterior framework of Chinese higher education quality assurance. So the next step is to build an interior system of higher education quality assurance. The meaning of the interior quality assurance system lies at the following aspects: it will promote the modernization of Chinese higher education management, it will benefit the sustainable development of Chinese higher education institutions, it will provide solution to the problem of quality education resources shortage.
