Due to the difference in economy between the eastern and western areas, the flow of middle school teachers is unbalanced. And to great extent, the flow of middle school teachers in less developed western areas is even irrational. As for Inner Mongolia, the problem of irrational flow and the problem of there being no possibility to flow stand out at the same time.This thesis studies the flow of middle school teachers in Huhhot, so that some contributions can be made to the education in Inner Mongolia on the whole and ethnic education as well.So far the writer has not found any material based on this subject. Thus, the writing of this thesis has some practical sense. The writer attempts to analyze the phoneme using theoretical methods so as to go deeper.This thesis, which is about 50,000 words, consists of eight parts, including abstract, four-chapter main body, concluding remarks, bibliography and appendix. The first chapter covers the theory of the flow of trained personnel, such as its concept and classification, as well as the present situation, and the brief introduction to the investigation. Chapter 2 makes an analysis of all the statistics acquired from the investigation made in four middle schools in Huhhot. And in Chapter 3 characteristics of the flow of middle school teachers in Huhhot are also summarized. Furthermore, the cause of the flow and even the cause of the irrational flow are discussed from the point o f economy and educational management. Chapter 4 is on how to facilitate a rational flow and how to improve the present situation in Huhhot. Finally, the thesis closes with the general characteristics of the flow of middle school teachers in Huhhot and what we should do to prepare for the rational flow.On the whole, this thesis tries to reflect the present situation objectively and explore the general characteristics so that the following three aspects could be presented clearly. Firstly, how shall we deal with the unbalanced relationship between the flow of middle school teachers and economic development? Secondly, the law and cause of the flow are analyzed. And thirdly, some advice aimed to improving the present situation is offered following the analysis of the present situation.
