Rural weak schools are in inferior position in the aspects of teacher deploy all the time, many excellent teachers begin to shake off the hard rural area environment to city and town, which adds to the misfortunes of a man who is already unfortunate. Long-term gap between urban and rural environment formed can not be leveled in short time To promote the balance of the region teacher resource we need to restrain teachers from one-way, the irrational movement, and establish the mechanisms for the rational flow of teachers to guide the rational flow of excellent teachers.
