Education plays an important role in the development of our nation. Developing an effective teaching force is an important long-term commission of the government especially the teaching force of basic education period, which is vital importance to the improvement of education and teaching standards, even to the overall situation of healthy, fast and harmonious development.Over the past two decades, dozens of studies, commissions and national reports have warned of a coming crisis resulting from teacher shortage. As a result, a wild range of initiatives has been implemented to solve the problem. Concern over teacher shortages has also spurred research on teacher supply and demand issues. In particular there have been a large number of studies on"teacher turnover", the term used to describe the departure of teachers from their teaching jobs. Additionally, most of this research has tended to emphasize only one component of the overall turnover of teachers from schools: those who leave the teaching occupation altogether, usually referred to as teacher attrition. Researchers have often de-emphasized the other component of turnover: those who move to different teaching jobs in other schools, usually referred to as teacher migration. This component is largely de-emphasized because it does not change the overall supply of teachers, as do retirements and career changes, and hence, is assumed to not contribute to teacher shortages and school staff problems. Due to the characteristics of the socialist economy mechanism and the adoption of teacher recruitment system and teachers'certification system, migration of teachers among elementary and secondary schools became more and more often especially with the guarantee of related regulations and the guidance of national policies. It is necessary to establish a reasonable teachers'migration mechanism and regulate teachers'migration in order to balance the migration and stability of the teaching force, and to best utilize the teacher resources and boost a balanced development of basic education.As we all know experienced teachers are, on average, more effective at raising performances than those in their early years of teaching.
