All managerial activities by people end up with some kind of management of people. Human is the motivity factor of organization development. Human-oriented management, or people-centered management, refers to the managerial activities in which people are regarded as the center of management, human resources being fully developed, the needs of benefits-related community being satisfied, and the goals of members are achieved while those of organization are achieved. It is a basic value pursued in school development that school management should be human-oriented in our country in 21 century.The thought of human-oriented management is of long standing and has been developing continuously. It is the essence of management wisdom in Chinese ancient times in which the thought includes the view of"loving others", of"people-centered", of"administrating by humanity", of"obtaining solon", and of"educating people". It has been developing in modern times. The new theories about world development in China in the new period illumine human-oriented management .The idea of human-oriented spreads widely among the whole society, getting approval by people, and then embodies in organizational management now. Chinese scholars in management have done some research into human-oriented management, and put forward some views on it. The thought of human-oriented management in Western countries is also of long standing, but the research on human-oriented management booms from 1970's due to the economic booming in Japan. Since the birth of Taylor's theory of scientific management, the thought of human-oriented management in Western countries has come through four stages: germinating, creating, developing and booming.Human-oriented management of primary and secondary schools refers to managerial activities in which school members (mainly including teachers, students and other members) are regarded as the center of management, human resources (mainly including teachers and workers) being fully developed, quality education being put to students into practice, social needs and educatee's individual needs being satisfied, and the goals of members are achieved while those of school management are achieved. It mainly embodies in four aspects: respecting people, caring for people, depending on people and developing people. Its main characteristics are: cherishing the value of members and giving prominence to the status of members; understanding and acclimating to human nature, and developing members' advantages and potential; satisfying reasonable requests of members and inspiring members; participating democratically and self- managing; members keeping on developing; being pleased, and working and learning efficiently. Importance in its application for the times includes: being beneficial to the exaltation of school efficiency for primary and secondary schools; being beneficial to the all-round implementation of quality education; being beneficial to the reformation and perfecting of the internal management system in primary and secondary schools; being beneficial to rule by law and by...
