The problems of landless farmers have been all along the hot topic in various academic fields. The distribution of landless farmers' compensation between collective economic organizations and farmers is the last step, which concerns the landless farmers' rights and interests. Although scholars have paid much attention to the distribution on the village level, many of which are description of unreasonable phenomena and related distribution polices of compensation that are stipulated for these unreasonable phenomena.Taking the P village in northern Jiangsu province as a case, applying the method of the field investigation, looking back the researches that have been taken, the thesis deeply expatiated conflict points during the process of village-level distribution of landless farmers' expropriated payments. From the conflict points, we find out that the village-level organizations and farmers have their respective rights and interests and belong to different interest groups. During this process, farmers who belong to different interest groups will take rational action to pursue their maximum interests. Because of the interaction of rational behaviors among different interest groups, distribution principles of implementation vary according to different interaction. In order to have a better idea of rational behaviors and strategies of different interest groups in process-events, this paper introduces Coleman's theory of rational behavior as its analysis perspective and finds that rational behavior conducted by farmers is not only to pursue economic benefit, but also influenced by village culture, social network and other factors. After analyzing the village-level distribution systematically, this thesis discourses on deficiencies and drawbacks in current polices and institutions for landless farmers and conceives of reforming distribution policies on the village level.
