With theories of system analysis and grey system,the paper presents the present situation and development of education and economy in Shenzhen city. The paper focuses on grey relational analysis on relationship between the development of education and economy in Shenzhen on the base of statistical data calculation.First, the paper demonstrates the background and present situation of the research both in domestic and foreign. It also states motives of the analysis on relationship between the development of education and economy in Shenzhen. Then, it shows the grey system theory and the case of grey relational analysis on relationship between the development of education and economy in Japan after word war II.Further more,it sets up a model of relations of the development of education and economy which has small data(Shenzhen from 1996 to 2004). It is just to overcome this obstacle of applying the grey relational analysis. The grey theory can provide a solution of system in which the model is unsure or the information is incomplete. By calculating the relational coefficient and the relational grade, the results will show the relation between the development of education and economic in Shenzhen. The relational grade is 0.517. It shows the in-phase correlativity of the development of education and economic. Based on the calculation results, the paper puts forward political advices for future development of education in Shenzhen.
